Our focus here is on sustained and prolonged activity. For alcohol use, sipping on a drink while streaming wouldn't require a label, but appearing visibly intoxicated to the point you are slurring your speech, or making being drunk the focus of your stream (e.g. doing a “drunk history”) would require a label.
